El texto trata de una huelga de trabajadores latinos (inmigrantes en su mayoría) ocurrida en julio de 1999, en King City. El motivo del descontento era una una serie de medidas adoptadas por la empresa, entre ellas congelamiento salarial (wage freeze) y "a two-tier wage system". Pienso que tal vez se refiera a que el pago se dividirá en dos mitades, como se hace en los sistemas quincenales, aunque prefiero ver la opinión de otros colegas. La traducción será leída en Chile por jóvenes universitarios del área de humanidades. Estaré atento a vuestra ayuda, muchas gracias.

Por el contexto, también podría implicar sueldos diferenciados por nivel, es decir un grupo recibe un tipo de sueldo y el otro evdientemente un sueldo menor
