OK, possibly, but the fact that it states "que no registran antecedentes y..." suggests that the completion of the sentence is equitable with having no record...

neutral Sandro Tomasi : What if it is a suspended sentence? The prison sentence is never completed; only the terms of its suspension -- at which time judge must vacate the prison sentence.

The concept of "extinción de la condena" means that a conviction has been declared as null, due in most cases to the death of the felon, amnesty and pardon, double jeopardy or the expiration of the statute of limitations on said conviction; therefore this refers to the conviction no longer being valid, which is different than the completion of a sentence.

This is contemplated on article 77 of the Colombian Penal Code
