Japanese to English Other Law (general)
It seems like the most common expression being used for this is 'illegal' yet I didn't get quite such an explicit sense from the Japanese text. Unlawful? Wrongful?

Rate rigging; unlawful manipulation

I think, "unlawful" fits just fine; but you can also try different verbs like "rigging" (or, maybe, "tampering", although I am not so sure about this one) in order to convey the meaning of 不正操作. You do not have to necessarily stick to translating each of them separately ( 不正, then 操作), since there are several verbs and expression in English that can perfectly convey the meaning of the entire combination. This way you can keep the meaning and avoid tautology.

Illegal (conduct) for 不正; rate rigging for 不正操作

Precisely speaking, 不正 and 不正操作 are two different things. 不正操作 means "rate rigging" or "manipulation." An adjective "不正" in this case is describing 操作.

不正 as in 不正の有無を調査中 refers to 不正行為 or 不法行為, that is, an "illegal conduct or activity."
