Supongo que se refiere a que los peatones iban abrazados o agarrados del brazo o algo así.

I am specially sure if this is a Latin American text, and even so more if Colombian.
Agarrados rarely refers to people holding hands or each other, but rather to engaged in a fight (be it verbal or physical). It is a widespread colloquial term.
