boiling
"Bolling" seems to be a typo for "boiling", i.e. "boiling" at very low temperatures.
For example:
Traditionally, liquid helium is used to cool the coils because it has a boiling point of around 4 K at ambient pressure ...

Das sind nur Gase im Zustand weit weg von ihrem Siedepunkt. Denn beim Sieden hängen die Teilchen noch zusammen - und das bedeutet schlicht ein geringeres Volumen. Reale Gase haben also ein geringeres Molvolumen.

Edit: Das prickelnde Gefühl ist übrigens das, was mit der "crackle technology" gemeint ist, die dazu geführt hat, dass diese Anfrage das Themengebiet "Tech/Engineering - Chemistry; Chem Sci/Eng" verpasst bekommen hat anstatt des - wie wir jetzt wissen - passenderen Gebiets "Cosmetics/Beauty".

Außerdem: Bist du sicher, dass es ein Schaum und kein Spray ist?
Kann es sein, dass dieses Gasgemisch, die Wirkstoffe bei tieferen Temperaturen hält (also sie wie in einer Samenkapsel ummantelt bildlich gesprochen) und diese dann bei Druckabfall freisetzt?
