I'm confused by the distinction between 線間 and 線路, as I thought that in electronics, 線路 would also be line. How to distinguish the two? Thanks for looking.

Just a stab in the dark...:
"Set in one of the intervals between the insulated transformer's leads is the earthed gas arrester".
(the legend to the image referred to reads: "During the arcing period SF6 gas is blown axially along the arc."
Wondering whether a similar phenomenon (like neon light) is not at work in the lay out you are looking at..., but would defer to Cinefil for the definitive explanatory background)

OK, one term is definitely wrong in the above: it can't be "insulated". Based on Cinefil's illuminating pointer, it has to work as an "insulating" device to perform as a surge protector.

Gas Discharge Arrestors
Another common surge protection device is a gas discharge arrestor, or gas tube. These tubes do the same job as an MOV -- they divert the extra current from the hot line to the ground line. They do this by using an inert gas as the conductor between the two lines.
When the voltage is at a certain level, the makeup of the gas is such that it is a poor conductor. When the voltage surges above that level, the electrical power is strong enough to ionize the gas, making it a very effective conductor. It passes on current to the ground line until the voltage reaches normal levels, and then becomes a poor conductor again.
