Yes. I think it is what the author is trying to say. The mountain is so vivid and looks like a wonderful painting. I feel like putting my paper on the ground (to write something).

: I agree with GY Ren and Jarv. 当 here means "facing, in front of", not "be used as". The picturesque mountain view faces the writing desk, and the gentle threads of willow tree cover the fishing boat.

According to parallelism in Chinese traditional poems, "当" runs parallel to "罩." It definitely doesn't mean "当作." It is somewhat like the usage in "当面."
