Does this work? Or perhaps fields / fields of competence, depending on the exact nature of this job...

In any case, "foresatt" just means a person in charge of something (in this context).

(technical) adviser

The Norwegian Armed Forces seem to use the term "faglig foresatt" quite a lot, though I couldn't find out more about what the role actually entails. Perhaps an advisory role?

Thank you. I think in this case the person was being made senior officer in charge of ... I eventually chose "professional responsibility for"
