"Veterinary Captain" in English is a military officer, a title they would not want to have omitted if that's what they are. However, if they are working in private practice then maybe they are Veterinary research scientists

In the UK there is one for UK, Wales, NI and Scotland, there is a possibility that these would consult on a given piece of research affecting Great Britain as an entity.
