I am asking because I am under the impression that there is no such word as substinence, and that the writer must have meant either subsistence or sustenance.

wages vs poverty line In 2011, the poverty threshold for a family of one in the US was $11,139 -- the equivalent of $5.57 per hour _net_ for a 40 hr/week, 2 weeks holiday/year job. Gross minimum wage in Wyoming is $5.15/hour. Much to my shame, the minimum wage for agricultural workers in Massachusetts is $1.60/hour. Not even three times that is going to reach the poverty line.

Poverty threshold is the U.S. statistical term.

"Poverty line" is more common in regular communication.

Minimum wage is something quite different. There are people who make minimum wage in full-time jobs but are below the poverty level.
