Uno de los grandes cuestionamientos que la judicialización hace en algunos países es que los planes de beneficio **no cobran vigencia más allá de la norma**. Es decir, en muchas ocasiones no se traducen en un efectivo acceso para la población y, en consecuencia, se deben interponer recursos de amparo para lograr que el juez levante esas barreras de acceso. La experiencia del Fondo Nacional de Recursos, entidad encargada de suministrar tratamientos y medicamentos especializados y de alto costo, muestra como el FNR se asegura de definir explícitamente lo que va a entregar y hacer seguimiento y auditoría externa al proceso.

I think I see it now I think "no se traducen en efectivo acceso" refers to the judicial decisions, not the plans. In other words, because the benefit plans are not required to offer more than the usual coverage, the judicial decisions don't change anything; they don't expand coverage.
