contributor
I can't believe that noone thought contributor was the correct phrase! Am I missing something? I lived there half of my life and that's the one translation that makes sense. It's not that difficult - that's how we speak.. Anyway, good luck to you, guillen. Hope this helps you sort it out.

Patron ?
I also thought of taxpayer before seeing the context, but does "client/patron make sense?

Taxpayer
Si, tiene sentido. Aparentemente el contribuyente ha contratado un servicio. Ese servicio ha sido VENDIDO al contribuyente.Como lo ha comprado tiene un débito.

Contribuyente does mean "taxpayer"
"Contribuyente also means "contributory"
but definitely you want to use "taxpayer".

Other option: subscriber
Read the text carefully. The Distribuidora de Electricidad del Sur S.A. de C.V. has been privatized, so it may not be (as I was first inclined to think) "taxpayer". On another hand, if the debited amount is large, i.e., may be attributed to a corporate purchase, then perhaps this is a share subscriber.
