"top brass" "the powers that be"

This is more an idiomatic translation than a literal one and may not fit your specific context. It is just one of your options. In this sense - the above quote "has clout" is also good. In my view - the other answers can also fit. I do not think that there is one specific answer. You have to choose the correct timbre.
