I could be wrong and I am just speaking from my medical background and daily experience as a nurse. I think this is a case where an attempt is being made to collect blood from a location that is normally difficult to collect blood because it's easily coagulated, therefore heparinizing the blood to get it.
Heparin is a type of blood thinner that's most commonly used to thin the blood a little bit to make it easier to collect blood.
Most likely it means "to collect blood using a heparin containing vacutainer."http://www.bd.com/vacutainer/faqs/
I don't think it means "collection of heparin." Heparin is something that's injected into a human. It's not collected from a human.

Heparin is found in the body and it has a blood thinning effect. But I have never heard of a blood test that measure the level of heparin. The test that is used to check how thin the blood is or how fast it coagulates is PT/INR, or PTT, and those tests measure effects of particular drugs.

collect(ed) blood in heparin
I've googled "ヘパリン採血" and they all seem to mean to collect blood with heparin as an anticoagulant, whether that be to the pre-heparinized tube or into a syringe previously rinsed and coated with heparin containing saline or something of that nature.
