It basically means, the leads have to potential in reference to ground. This can be achieved by floting, i.e. not grounding the return lead, electrically/optically isolating the circuit from the line voltage or in some cases by switching the ground, while connecting the load to the supply side. Thus connect elctrically isolates leads to the terminal.
