"cession par appartement" is in contrast to "cession en bloc." In the former, the company's business units are sold off as separate entities, whereas in the latter, the entire company is sold off. So, given your sentence, I would say "sell-off by business unit" or, if you prefer, "business unit sell-off." I hope that helps.
