A little help with "escritura No. 96" in the following context, please. Is this "Notarial Instrument No. 96"?

En la escritura No. 96 denominada Declaración Notariada, incurre en falla de orden jurídico dado que en la página 78-A de la oferta se lee en el frente de la línea 29 y 30: ...que no está sujecto a las prohibiciones establecidas en la Ley 323 (Ley de Contrataciones del Estado) Articulo (11) y (12) de la misma ley, y la Ley 737, Ley de Contrataciones Administrativas del sector Publico (pág. 78 de los documentos presentados). O sea que mencionan una Ley privada, perdiendo así el carácter de Escritura Pública y pasando a ser documento privado, de conformidad al arto. 2380 del Código Civil incumpliendo con lo requerido en el último párrafo de la página 9 del PBC.

disagree AllegroTrans : a notarised document is not a deed per se; "deed" is a term in common law jurisdictions denoting a legal instrument executed under seal, which is not the same thing as notarisation
