I have also seen telephone junction box.

Does anyone know where کافو comes from? I could not find any etymology.

The generic term seems to be "enclosure"
Take a look at this site...I think you will find the term you need...and I think the term is "pedestal"...these are the green boxes.

Cabinets can be any size.

With that clue, I found this:

http://de.wikipedia.org/wiki/Kabelverzweiger

In German Kabelverzweiger literally means "cable brancher" and Schaltschrank is "switch cabinet"

I think the mystery is clear now where کافو comes from and what it is.

Unless your audience will be telecom experts, I would not recommend using a term like "SAI".
Note from asker:
Thank Ed, but cabinet seems to be put inside buildings while کافو is installed outdoors on the side of the streets on the ground and is much bigger than a cabinet.
I found out that کافو is the way they pronounce KV (printed on the cabinet) here which seems to be the abbreviation of a German phrase. You are right "pedestal" or "ped" is one of the names for this thing. This wikipedia says it all: http://en.wikipedia.org/wiki/Serving_area_interface.
