The likelihood of having a "housing for the cover plate" in an automobile context is very very slim indeed.
I would rather think it is the other way round, with a word order not that uncommon in part lists, as Tony suggests.

: Given the confirmation of correct word order from asker's other question, I think we have to discount the inverted word order idea here (unless they are very inconsistent!)
