Пишущий использует такую колоритную речь, что мне с моими бюрократическими языковыми запасами не поднять. :-)
Я понимаю, о чем речь, но передать так же красочно не получается. Financial unscrupulousness?

Angela, try this one. If you are going to use financial incompetence, this should be preceded by something less informal than "shady dealings".

neutral Kiwiland Bear : While the word is good in itself, don't you think it runs the risk of been confused with "torpitude"? In this context it won't be nice, quite misleading to the reader by drastically changing the meaning.

Thanks for pointing that out. I don't even know what "torpitude" means, but let me assure you that "turpitude" is a very common and strong word, and it fits the style of this narrative, too.
