Translation of the word "file" - as in "file in a complaint" is persistently trnanslated as "archivar". I feel this is the wrong translation and have suggested "registrar", "entrablar", or "presentar" but "archivar" persists nonetheless. Could you opine on the translation for "file" (not the physical action of archiving a document but having a document file-stamped for docketing/entering into an action). Thank you.

"file a complaint" (without 'in') is (as per the answers so far): 'demandar' or 'presentar/entablar/interponer una demanda' (or other standard expressions, depending on the country; eg: in Chile the usual expression is ingresar una demanda).
But 'file IN a complaint' is ... meaningless.
If you're sure that's the expression, please provide an example in context (= full sentence or paragraph).
