In a PT dictionary the following two meanings are shown (apart from the meaning 'simplicity' or 'unaffectedness' which is all I can find in Pt/eng dictionaries): 2. Deixar de atribuir a uso ou propósito específicos.

A desafetação é o ato jurídico que possibilita a terra de terras públicas. A Constituição espanhola tratda do assunto em seu artigo 132:

: In my Chaves de Mello hardcopy legal dictionary the definition of "afetação" is 'allocation for public interest' - so the opposite would be to decommission (I guess). I'd call them 'parcels'.
