Commander or Ruler of The Faithful
امیر a term used for a ruler or a commander, and the المومنین the term for The Believers ( Imaan= the faith so the Mo'men= believer) or those who have faith in a certain ideology or a religion, so the answer will be as of the dear Colleague's answer as the Commander of the Faithful.

: Even in Farsi when we use this word, our mind is never distracted to the meaning of each single word and the fact it really means the commander of THE faithful. I disagree a descriptive form which bears the logical meaning should be used.
