My question is: Is there any meaningful distinction to be made between Sachkostenprinzip and Sachleistungsprinzip, or are they just different ways of saying the same thing (with the possible distinction that Sachkosten are seen from the point of view of the insurance provider and Sachleistungen from the point of view of the recipient of the benefits)?
The context is a commentary on the EU directive on the application of patients' rights in cross-border healthcare. In this directive, "Sachleistungsprinzip" in the German version is "the principle of benefits in kind" in the English. This refers to the situtation, specifically within the German healthcare context, in which the patient receives treatment (the benefit in kind) and the financial side is sorted out between the provider and the insurer - in contrast to the Kostenerstattungsprinzip, where the patient pays for treatment and is reimbursed by the insurer. As far as I can make out, the term Sachkostenprinzip doesn't occur in the directive itself, but it crops up in the commentary I am translating: e.g.:
"Sachleistungsprinzip: In welcher Weise die Kostenerstattung erfolgt, entscheidet der Nationalstaat. ... In den Erwägungsgründen wird zusätzlich festgelegt, die Richtlinie soll die Mitgliedstaaten nicht daran hindern, ihre Sachleistungsregelung auf die Gesundheitsversorgung in anderen Mitgliedstaaten auszudehnen (Erwägungsgrund 31). Damit wird zwar eine unserer Forderungen umgesetzt, die Förderung des *Sachkostenprinzips*. Patienten müssen in diesem Fall nicht in Vorleistung treten."

I'm tempted to think that Sachkostenprinzip is exactly the same as Sachleistungsprinzip - and that to translate it differently would just cause confusion - but comments and opinions on this would be welcome.

Can you give more reasons for your suggestion? I'd thought of this one too but I'm not sure it's helpful - in English there is no obvious connection between the two phrases so I'm not sure the reader would realise that it is more or less the same thing that is being talked about. |

: Basierend worauf? Und welcher Unterschied besteht Deiner Meinung nach zwischen Sachkosten- und Sachleistungsprinzip?/Das ist m.E. aber das Prinzip der Kostenerstattung, und das wird auch so genannt.

beim Sachkostenprinzip wird m.E. vom Patienten ein Betrag (sog.Vorleistung) eingefordert, der ihm zu einem späteren Zeitpunkt rückerstattet wird.

Discussion
In any case, there are two systems - that of benefits in kind and that of cost reimbursement. How does "material costs" fit in as an addition to those?
