It means that... If institutions are created that are larger still, there is a greater risk of their getting into difficulties later on, and needing to be 'bailed out' by the government, i.e. the taxpayers (les contribuables), as has been happening recently in the UK and elsewhere.

Selon le régistre de ton texte, tu pourrais aussi dire "augmente la probabilité que les contribuables doivent en faire les frais", mais c'est assez informel AMHA.
