Any variation on the above would work.

I think michael59804 is talking about the correct 26 types of work, but I would translate the phrase differently, so as to better convey the fact that these 26 services are not subject to the same regulations under the law as the others because they are considered "specialist" services.

I think "special" would also be a little off, as the point is not just that they're designated as jobs subject to separate regulations. Rather, they are subject to separate regulations because they are jobs/assignments/services that require the special skills of a specialist.
