That's how I read it.
You have to make it read like natural English, so a literal translation isn't going to work that well.
Literally, "sans leur en avoir toujours donné" = without having still given the "le mode d'emploi" (directions)
toujours (here) = STILL/YET (not "always")

: Yes, but you've turned the meaning round; the important thing is they are asked to do things, but the people asking them haven't given them the means to do so; it really can't be turned round to the passive without losing a lot of the meaning.
