Haven't come across this one before, and can't seem to find much help on the web. Any help appreciated!

On this one... ... I think I'd probably refer back to the client. Although I hate doing that, at times no hay remedio.

It could of course be a very.... ...common typo for 'por'. In other words, engaging in public or private works, by contracting or subcontracting. I think that would be my best guess.

I haven't come across it either. I wonder if anybody else has. May have missed out 'forma'.

Typing pro for por is one of the most common typos I see in Spanish.

i.e. by/through contracting and subcontracting. It's the only thing I can think of which makes sense here.

The excruciatingly bad use of commas would be par for the course here.

Contractor

There are "pro contratas" (contractors or "contratistas" en ES) and "subcontratas" (subcontractors or "subcontratistas" en ES).

It is not an usual term, but we may come across with it in contracts, namely construction, etc.

Now I am only guessing because this never crossed my path, but could "pro" be something similar to "pro rata", for instance? Maybe it is not a typo. In this sense, something like:

"...the carrying out of public or private works, pro contratas (meaning according to the contracting of Contractors, pass the pleonasm), subconctractors, .... "
