Malay lingua franca used in Java during early 20th C.
I know that Sundanese cooking features the 'pepes' technique of wrapping various foods and spices in banana leaf for cooking. I think the term is related but the context is different. The context is a farmer taking 2 baskets of tobacco to market, so it would be only minimally processed.

I guess that "tembakau panggang" is "toasted tobacco" and "tembakau pepes" is "steamed tobacco"
