operative personnel

In the context of what looks like a hierarchy, I think we are talking here about the employees who under the direct or indirect supervision of staff do (melaksanakan) the work required to implement policies established by management.

supervisor

You can also say "manager," although this can imply a greater level of authority than "pelaksana" does. Supervisor is a closer fit.

Anthony\'s point below (regarding pelaksana as \"doer\"/executor) is correct, of course. I can, however, think of some examples of corporations in which the term is used specifically as a euphemistic reference to one\'s supervisory role.

But as Anthony also points out, the word can be used to reflect a large number of English words : building contractor/subcontractor, film producer, the list goes on.

Semoga sukses!
Peer comment(s):

neutral Anthony Indra : I think "pelaksana" is the "doer" or someone who actually do the job. "Supervisor" (Ind: "Penyelia") does not mean he/she is the implementer of the job. Everybody might be a supervisor for his/her subordinate(s).

Operational Officer

By the way, different industries have their own "officers":
- Oil: Field officer
- Showbiz: Executor
- Programming: implementer

But, IMHO, "Operational Officer" (Lit: Petugas Pelaksana) can cover the meaning.
HTH!
