English to Arabic Bus/Financial Business/Commerce (general) Abbreviations
It's a subcontract agreement, in the recitals part.

Whereas the contractor has entered into a contract (hereinafter called "the Contract") with M/s XYZ, for the construction, completion and maintenance of a commercial complex at Shk. Zayed City, Sector ME-(No.), Plot No. C-(No.).

In the very beginning, a company was given the following address:
M - 09, Building name, Street name

Hope this is enough for the context, though not for the meaning. Common abbreviations links online might not help to figure out the ingenuity of such address codes given in UAE.

I will leave "C" as it is, and possibly the rest if there is no clear meaning for such words.

I've recently come across an Arabic search map issued by Abu Dhabi Municipality stating Plot No. C-xx as
قطعة أرض رقم ج-...
Therefore, I believe it should be either transliterated or translated based on the Arabic alphabetical order (أبجد هوز حطي كلمن)
