Indien een lid van een comité, rechtstreeks of onrechtstreeks een belang van persoonlijke en vermogensrechtelijke aard heeft dat strijdig is met een beslissing of een verrichting die tot de bevoegdheid behoort van het betrokken comité, dan wel een belang dat daarmee op manifeste wijze strijdig is, dan moet hij dit meedelen aan de andere leden van het betrokken comité vooraleer dit comité een beslissing neemt of de betrokken verrichting stelt.

The committee makes decisions or undertakes activities (or actions). He has to communicate this to all members of the committee before the committee makes a decision or undertakes the activity under consideration (or aforementioned activity).

Voorbeeld:

It means that the committee member must bring the conflict of interest to the attention of the committee before it takes a decision or undertakes the relevant action.

This statement is framed in very general terms with a view to covering all eventualities. Whatever this committee is busy doing, whether it be making a decision of some kind or organising for something to take place or to be remedied, the member needs to let the committee know that there is a conflict of interest before the committee does whatever it is that it is supposed to do. I hope this clarifies your question.
