I am not sure what they mean here. The fact that it is capitalised makes me think they are not refering to the rule of law. Possibly to a corporate empire? TIA!!

Al seu torn, vivim immersos en una cultura que transgredeix els drets humans de manera sistemàtica, no només en l'àmbit individual sinó també, i de manera molt acusada, en l'estructural i institucional, a vegades amb el silenci -còmplice?- i fins i tot la necessària col•laboració dels organismes nacionals, regionals i internacionals encarregats de vetllar pel seu compliment, la major part de les vegades per protegir els interessos de l'Imperi i les empreses multinacionals sota el paraigua de la globalització neoliberal.

My draft:

At the same time, we live our lives immersed in a culture that systematically infringes on human rights, not only that of individuals but also - and in a very pronounced way - in the structural and institutional sense, sometimes with the (complicit?) silence of national, regional and international organizations without whose collaboration this would not be possible and who are charged with ensuring that our human rights are protected, although most of the time this means protecting the interests of the “empire” and the multinational companies under the umbrella of neoliberal globalization.

I have often seen this term used to describe the supra-national structures of global capitalism that have emerged in the 21st C.

I would lose the "the" before "multinationals" and leave the term in inverted commas, as you've suggested. I'd also change: "in the structural and institutional sense" to simply: "structurally and instituitionally".
