I'm looking for the most common way to translate 'een tentamen maken'. I know that students sit/take/do an exam, but what verb should I use as a teacher who comes up with the exam questions? Is it to 'draw up' an exam, or 'to draft', or something else?

No it definitely refers to the content, Tina, e.g. "I intend to sent them a stiff examination..." which means difficult.
