Legal commercial transaction is OK, but the problem here, in my view, is the "en". I reckon there should be a comma after 'equivalente' and 'administrativa', given that the bills etc refer to (i.e are incorporated in) a previous report. It´s obscure Spanish to say the least. I´m sure Phil Goddard will have the perfect answer!!!!!

"Juridico mercantil" is "commercial law", and I think "trafico" just means something along the lines of "practice", but you can leave it out. If you look at the example sentences, you'll see that "commercial law" fits the context perfectly.
