This is a job title in an organisational chart of a company. People with this title are allowed to do certain things that other employees can't.

What would be a clear concise English version of this title?

@Backhaus mein Kommentar sollte Sie auf die Diskrepanz zwischen der Anwendung Ihres Beispiels und dem wahrscheinlichen Umfeld der Frage hinweisen. Schade, daß das nicht ankam, obgleich Sie freigebig aus meinem ersten Diskussionbeitrag schöpfen konnten, sowohl für die Rechtsgrundlage als auch für den wirklich einfachen Fachbegriff.

Would need to be supplemented by stating the country, for that will determine which legislative act governs and should therefore be used in the phrase. The German spelling should be "atomrechtlich", and the term "person responsible under (for GE) the Atomic Energy Act".

neutral hazmatgerman (X) : Wenngleich Sie offensichtlich den Hinweis auf die Rechtsgrundlagen lasen, so bedarf doch die Vermutung, das BfS sei eine "company" , zumindest der Klärung. Wahrscheinlicher ist m.E., daß der Quelltext eine kommerzielle Firma betrifft.

manager with nuclear clearance

If he has some kind of responsibility, I would call him a manager. "Nuclear clearance" implies that he has acquired permission (clearance) from a respective authority.
