L'inglese "Character" si riferisce per lo più alla "natura" - alla "reputazione" - all'"integrità morale" - alla "personalità" o al "buon nome" di una persona.
Non mi risulta che "character" possa avere un significato che richiami il "behaviour", anche perché sulla condotta di un soggetto può esprimersi un ente del tipo: la scuola, o un Ente di formazione o detenzione. Mentre solitamente la polizia "parla della reputazione di un soggetto".

If what I think is correct then a good conduct certificate is what was received by this citizen
"GOOD CONDUCT CERTIFICATE" : A certificate of good conduct is a police records check. For example, you may have lived abroad, and on your return to the UK a future employer may need evidence that you have no criminal record.
But you need to know what a good character certificate is, well these are filled in by a professionals who has known that person for at least a year, a referee, see this for example
