Comunist party's secretary of Jilin

Hi, I wonder if you can help me with this problem. I have to deliver a Chinese translation and there's a Chinese name in my original document that the translator left as it was in Spanish, Piao Songlie.

The translator checked in the Internet the Chinese name of the Comunist party's secretary of Jilin and says that it's “王云岫”, but this is not correct according to the source PinYin (Piao Songlie). We know about this person that he came to Chile in December 2008 and we'd like to write correctly his name in a newsletter.

Jilin can mean Jilin city or Jilin province

didn't find any useful information after checking the internet; but when it refers to Jilin, it can mean a city or a province.

And then the name source PinYin (phonetic alphabet) "Piao Songlie" must be mistaken. it should be "Sun Zhengcai

I agree jameslao's "朴松烈" if Piao Songlie in Spanish (or Pu Songlie in English) is correct. And then the context you offered should mean "the communist party's secretary of (Tumen city,) Jilin". i.e. "吉林省市委书记".

Please understand that the Chinese government is mainly organized and governed by administration system (governer省长) & communist party (secretary书记).

The English word "secretary", also means "秘书长(secretary of general)". But 秘书长 is referred to an administration title, while the 书记 a communist party title.

I cannot understand why 朴 can be pronounced in PinYin as "Piao"? Can you refer some Chinese characters for "Piao"? Because no matter in surname or lastname or geographical name, we pronounce in PinYin as "Pu" in English as "菩or葡" in Chinese.
