L'autorisation ETOPS (extended range operation with two-engine aeroplanes) fixe le temps maximal d'eloignement (conditions standards, vent nul) d'un aerodrome d'appui ETOPS a la vitesse monomoteur ETOPS approuvees et les conditions associees.

Basically, the meanings are equivalent, but ETOPS regulations use 'diversion time'. 'Flight time' may mean that you still have both engines.

The maximum flight time (t max) is equal to the fuel load divided by the fuel mass flow rate

ETOPs range circles are based on a "declared" True Airspeed and are not adjusted for wind. However, actual "on the day" diversion times/fuels use actual winds - which may result in a diversion being longer than the operators approved time (120, 180, 207, minutes) but always within the maximum range circle distance.
