Actually it's the whole phrase from: "at ho skal gjere det mogleg for institusjonane med eigeninnsats i eksterne bidragsprosjekt." - gjøre det mulig for institusjonenene å gjøre hva? Mangler det ikke noe her eller er det meg som leser feil?

I've seen this construction before, and not just in Norwegian sources. There's another example at the Nordea site. See the first link below, where they say, "Nordeas oppgave er å gjøre det mulig for kundene, aksjonærene og medarbeiderne." Their English translation for their mission is "Making it possible" at http://tinyurl.com/ycwq3ub.

In English, "make things possible" enjoys far greater use, I think. See the example sentence from the second link.
Example sentence:

"[W]e explore how IT can help make things possible for people in higher education—not only for students, researchers, faculty, and administrators but also for those in the campus community."
