In this sort of quite rigid Italian text it's a good idea to try and get away from "using all the words" and go for a full English effect.
I would continue like this:
...one is run privately by Verdeacqua, the other is in the hands of Milan City Council's Education Department...

You can also say, "The teaching activity...," but I think that's an overkill.
Instead of "is conducted by," you can also say, "is run by." I would stay away from "is managed by," but I will all of that to your taste and style.

educational effort
"The educational effort is shared by two main operational units". Just an idea. In my experience I have noticed educatin to be used when referring to "attivitià didattiche". Some examples are "dept. of education" "educational community programs" "Education Board" "Educational Services".
