plant in the (volumetric) positioning mode

"Stellbetrieb" (positioning) as opposed to "Regelbetrieb" (controlling) means that there is no feedback signal to inform the controller/positioner about the results of its actions.
Stellbetrieb is often used as an emergency mode to keep the plant in a stable operating condition.
