Out of curiosity I logged back in to see whose response you had chosen. I was a bit dismayed that you have rejected Spiridon's response, as I think he is correct. I just think it's incorrect that you are looking at the design of a new airport. Do you want to send me a bit more of the text via proz and I can perhaps help you out. I agree... It doesn't make sense that this is for a runway. Torque effect is the effect of the engine torque on the movement of the aircraft - ie. a propellor rotating clockwise gives the plane a tendancy to rotate anti clockwise, which has to be countered using rudders... The faster the engine, the greater the torque effect. If a plane is going around, obviously you need maximum power, and therefore torque effect will be at a maximum too. However, a runway length has absolutely nothing to do with this - and jet engines do not work on the same principals either for that matter... I hope this makes sense... I am doing my commercial pilot's license so it's always fun to explain this sort of thing... Any questions, please feel free to mail me.

Please confirm... Does the source text really say "for a new airport"? It would make (a little) more sense if it said "for a new aeroplane". 'torque factor' usually refers to engine specifications.
