Danish term

om end fra

Danish to English Bus/Financial Finance (general) Annual report
Am having trouble unravelling the last phrase in this paragraph. Can someone help please?

Thanks in advance

though admittedly from

All the regions in the country are experiencing a slowdown in growth and a rise in unemployment, though admittedly it is from a historically low level of unemployment.

-- Quite literally, as a first take on it.

What it is referring to is that in about a year the market has gone from a shortage of labour, ("skrigende på arbejdskraft" as the media put it,) with companies losing orders through a lack of qualified manpower, to a situation where there is actually some unemployment.
