Am having trouble unravelling the last phrase in this paragraph. Can someone help please?
Den globale finanskrise og den internationale økonomiske afmatning har gennem det seneste halve år ændret vækstudsigterne for dansk økonomi. Der er udsigt til negativ vækst i 2009, og der er usikkerhed om udviklingen på kort sigt. Alle regioner i landet oplever aftagende vækst og stigende ledighed om end fra et historisk meget lavt ledighedsniveau.
