the Fr expression is au moyen de without the de, it's a complete mystery. with the de it's very clear what it means (everyday expression-au moyen de).

I guess my understanding of the French was that people take UN Human Development Reports and use them as a basis to advocate for poverty reduction efforts, etc. Am I misreading this?

"Advocacy" is fine for "plaidoyer". But what about "au moyen" ? I think the initial sentence is a bit awkward, but that these three words are not associated to build up a specific expression. See as an example web ref:

Therefore I very simply suggest "through" for "au moyen de", eg as a full answer "advocacy through..."
