I would guess cheque fraud, but the word "fraud" comes immediately afterward.

Setting is Lebanon.

It is a criminal offense in France to write a cheque without sufficient funds in your account - chèque sans provision.

before 1988 there being no effective legal provision to restrain people from issuing cheques without having sufficient funds in their account or any stringent provision to punish them in the vent of such cheque not being honored by their bankers and returned unpaid.

The operative legal term for such a financial instrument would be "fraudulent check" or more vernacularly, "bad check" or "bum check," as an earlier respondent mentions in this thread.
