This is from a document explaining the rights of the person whose money are withheld because a writ of garnishment was issued on the bank (a judicial debtor). So, this bank is a garnishee and withholds the person's money. And the person is entitled to exempt certain funds, described in this excerpt of the document.
It follows, that the person can exempt the funds which are "exempt from a garnishment..."
I can't make head or tail of it.
