lactogensis

specifcally lactogensis II because at its first stage is is only the colostrum.
As some of our colleagues have pointed out: in Portugal it is the opposite of descida-it's subida.

milk coming in

As a mother of three, I know my fair share about this subject! :)In common language, we say "milk coming in". I am not sure how technical a translation you are working on. If you are looking for the technical term for it, then Susy's answer above of "LACTOGENESIS" is the correct medical term.
Example sentence:

My milk took four days to come in after giving birth.
