This is in connection with government appropriations to the higher education sector. Example sentences:

I think it comes close to the above in this context. It's really an attempt by the government to force the universities themselves to apply funds they have already been granted to those areas where the government considers (or is being forced by public opinion/media reports to consider) are important. In order to get money for those areas, the unis must show that they are willing to limit expenditure in other areas, by reallocating resources to match the new contribution from central government.
The phrase appears to work in all cases in your quotation, except the third instance, where you may have to rework it to something like:
"This year approx. 1 billion of UiO's total budget of 5 billion will go to areas determined by conditions for extra government funding, he says.
