This is taken from a police report.

"Ik heb XYZ voor het eerst in Lille gezien. XYZ was niet alleen and hij probeerde mij te overhalen om te betalen om die ontseining in order te krijgen. Nadien is hij teruggekomen met iemand van de Gerechtelijke Diensen, de politiediensten. ... Ik heb toen het bedrag van XXX betaald om mijn naam te laten ontseinen."

I get the idea that the interviewee's name is being cleared in some way by the corrupt policeman, I'm just not sure exactly how. Is the policeman actually clearing this man's name, removing it from the records, taking him out of the frame in an investigation, or something else?

agree Chris Hopley : The text you cite refers to 'deletion' rather than 'withdrawal' (Dutch text refers to signalering); the Schengen acquis does refer to withdrawal, however. Belgian police refs on internet also confirm validity of this translation outside Schengen context.

This refers to changing vehicle registration numbers (het ontseinen van gestolen voertuigen).

ontseinen

Ontseinen is a specific term used in Belgium and in this context it means the same as its equivalent used in the Netherlands: verwijderen. (english = removal).
In Schengen speak the term used in the Netherlands for the Belgian phrase "ontseinen van een signalering" is "intrekken van een signalering".(english = to withdraw an alert.
